Rebuild Todo List Python 3.11 rebuild

Python 3.10 -> 3.11 rebuild.

Most packages have been rebuilt in a semi-automatic way. This TODO lists only broken packages from the automatic rebuild process. Please try to fix them and the remaining (only a few) packages will be rebuilt.

Rebuilds go to [staging] repos.

Note that some packages already have a staging rebuilt version, which should come from a --nocheck build to solve cycles. All --nocheck builds have been marked in the corresponding commit message.
