How can I know if he is skilled enough without looking at his PKGBUILDs?
I'm not saying he is a "bad guy", but I'd like to see some PKGBUILDs
before giving cvs access to someone.

Anyway, if you want to sponsor him, go for it. It is not needed unanimity
among TUs to be elected.
