[tur-users] Please put arch= tag after pkgdesc=

I just want to remind people that the standard put the arch= tag after
the pkgdesc= and not in other fancy places like "before the Maintainer
tag" or "before the pkgname".

While in topic, in /var/abs/PKGBUILD.proto there is not the options=
tag, someone (devs) should fix it.
