fvwm-themes-devel is ok: fvwm-devel is in [unstable]

Fixed: the right dep is perl-locale-gettext, sorry sergej I thought it
was an orphan package so I fixed it (there was no Maintainer tag in the
PKGBUILD)
Add the Maintainer tag is good to avoid things like this anyway.
