[tur-users] Public announcement

Problems come when you get a TU that will add pretty much anything, a
bit like Will. Someone in IRC says i need so and so and there it is. I
think TUs should more carefully consider their motivations for adding
a pkg - maintaining several hundred is unsustainable given any stretch
of the imagination.
